New Reforms Bring Changes to Elections

David Orr, Cook County Clerk has provided this information for Skokie Voters.

The Help America Vote Act (HAVA) has brought significant changes in how elections are conducted in Illinois. New reforms voters will see starting with the March 16, 2004 Primary election include:

Provisional Voting. Voters who believe they are registered but whose names do not appear on any registration records will be allowed to vote a provisional ballot on Election Day. Provisional ballots are sealed and delivered to the Clerk’s downtown office, where staff determines if those individuals are registered. If so, the Clerk’s Office will count the ballot and adjust the vote totals for each race.

Registration Requirements. Under HAVA, election authorities must confirm the identity of first time voters who register using the mail-in form. If the voter does not include an Illinois Driver’s License number on the form, or a copy of acceptable ID with a name and current address, he or she will most likely have to show an ID at the polls before voting for the first time. (The last day to register for the primary election is February 17.)

Election Equipment. Cook County voters will still use punch cards to cast ballots during the 2004 elections. Unique to Cook County, this system is equipped with error detection technology that scans each ballot card for possible errors and gives voters a "second chance" to fix mistakes. The Clerk’s Office is currently looking at securing federal funds to replace the punch cards by 2006.
