Skokie Village Board

Mayor and Board of Trustees 

In 1957 Skokie residents voted overwhelmingly to adopt the council-manager form of municipal government that remains in effect today.   

A council-manager government system combines the strong political and policy making leadership of elected officials, such as the Mayor and Board of Trustees, with the strong managerial experience of an appointed village or city manager. Skokie’s Village Board includes the Mayor, Village Clerk and Board of Trustees who are the leaders and policy makers elected to represent the community and to concentrate on policy issues that respond to citizens’ needs and wishes. In Skokie, six Trustees serve on an “at large” basis and do not represent any one particular geographical area of the community. The Village Manager is appointed by the Mayor and Board of Trustees to carry out policy and ensure that the entire community is being serviced.

Mayor George Van Dusen
George Van Dusen has lived in Skokie with his wife Susan and their two children for over 25 years. He earned a Bachelor of Arts degree from the University of Detroit and both a Master of Arts and a Ph.D. from Loyola University. He served as a Trustee in the Village of Skokie from 1984 until he was appointed Mayor in January 1999. While a Trustee, he served as the Village's delegate to the Northwest Municipal Conference and is currently Chairman of the Solid Waste Agency of Northern Cook County. Mayor Van Dusen was the Director of Suburban Operations for U. S. Congressman Sidney Yates from 1973 until the Congressman's retirement in 1999. He is an adjunct faculty member of Oakton Community College teaching U.S. History and Government.  Mayor Van Dusen is an active member of Temple Judea Mizpah, having served as a member of the Board and as Secretary.

Board of Trustees

Michele Bromberg
Michele Bromberg was elected to the Village Board in 2001 and is the liaison to the Advisory Commissions on Disabilities and Human Services.  She is a graduate of Rush University, Chicago where, in 1993, she earned a Master of Science in Nursing. In 1988 she received a B.S. in Nursing from Loyola University Niehoff School of Nursing in Chicago. Ms. Bromberg is a Clinical Instructor at Loyola University and a Clinical Specialist in Adult Psychiatric and Mental Health Nursing. She is a founding member and past president of Hadassah Nurses Council of Chicago and is a member of Sigma Theta Tau National Honor Society of Nurses.  Ms. Bromberg belongs to the PTA, assists with Boy Scout activities and is a member of Or Torah Congregation.  She has lived in Skokie with her husband Leo and five children since 1993 and is grandmother to twin girls.

Michael Gelder
Michael Gelder, a Village Trustee since 1997, grew up in Skokie and has been a resident for over 41 years, currently living here with his wife Mary Rita Luecke, an attorney, and their two children, Hannah and Moriah.  He serves as the liaison to the Board of Health and Zoning Board of Appeals.  Mr. Gelder earned a Master’s degree in Health Administration from Washington University. He is the Deputy Director, Illinois Department on Aging, and assures access to high-quality home and community based services and pharmaceutical assistance for more than 550,000 older adults each year.  Prior to his state appointment, Mr. Gelder was president of Michael A. Gelder & Associates, Inc., through which he worked to improve access, delivery, and quality of health care services for elderly and under-served populations. Before being elected Trustee, Mr. Gelder served on the Skokie Zoning Board of Appeals for eight years, serving as Chairman from 1996 until he was elected to the Village Board. He also served on the Skokie Board of Health from 1979 to 1989. Mr. Gelder is President of the Health and Medicine Policy Research Group, coached his children’s athletic teams and is a member of Evanston's Jewish Reconstructionist Congregation.

Frank McCabe
Frank McCabe has lived in Skokie, with his wife Cathy, since 1961. He was elected Trustee in 1973 and serves as the liaison to the Appearance and Beautification Commissions and on Skokie Committee on Downtown Development.  He earned an undergraduate degree from Loyola University and an MBA from the University of Chicago. For more than 20 years, the McCabe’s have been selling real estate in the area. Before that, Mr. McCabe was employed by the Bank Administration Institute for 30 years and was senior vice president when he took early retirement in 1982.  He served on Skokie's Plan Commission from 1964 to 1973 and was Chairman of Skokie' Centennial Committee in 1988. He has been a member of the North Shore Board of Realtors and the National Association of Realtors since 1983. Mr. McCabe also belongs to the Skokie Photographic Society, the St. Joan of Arc Church Men's Club, and the St. Joan of Arc Church Renovation Committee. From 1967 to 1969, he was president of the Northeast Skokie Property Owners Association. The McCabe’s have three grown children.

Donald P. Perille
Donald Perille and his wife Toni moved to Skokie in 1959. They have six children and 10 grandchildren. Mr. Perille earned a Bachelor of Science degree in Marketing at the University of Illinois, Champaign, and worked in private sector management for many years. Before retirement he was the Director of Purchasing of the Circuit Court of Cook County. He has been a Village Trustee since 1989 and is the liaison to the Human Relations and Plan Commissions. He also serves on the Skokie Committee on Downtown Development. Mr. Perille was appointed to the Village's Plan Commission in 1961, serving as the Commission's Chairman for 25 years. He also served on the Mayor’s Task Force on Housing, the Central Business District Task Force and was Chairman of the Human Relations Commission. Mr. Perille is active in the Skokie Chamber of Commerce. He serves on the Board, Executive Committee and several other standing committees of the Rush North Shore Medical Center. He belongs to St. Peter Catholic Parish and has served on numerous committees including the Long Range Planning Committee and, for 14 years, on the St. Peter Elementary School Board.

Randall Roberts
Randall Roberts was elected Village Trustee in April 2001 and is liaison to the Fine Arts and Traffic Safety Commissions.  He has been a practicing attorney for 24 years, earning undergraduate and law degrees from Loyola University, Chicago.
Mr. Roberts is an executive staff member of the Cook County State’s Attorney’s Office, serving as the Director of Continuing Legal Education and technology project coordinator.  Previously, he supervised the prosecution of juvenile delinquency cases, including cases involving Skokie youth. Mr. Roberts is a former member of Skokie’s Youth at Risk Task Force; the past chairperson of the Chicago Bar Association’s Juvenile Law Committee and frequently speaks at public forums on the juvenile justice system.  He is also an active member of St. Nicholas Catholic Church, Evanston, where for the past 20 years he has served on the fund-raising and other parish committees.  Mr. Roberts is a supporter and volunteer for District 219 and District 73½ schools, Boy Scouts, Cub Scouts, Maryville Academy and Misericordia Homes.  He and his wife, Margy, have lived in Skokie for 18 years and have three children, Elizabeth, Kevin and Sarah. 

Edie Sue Sutker
Edie Sue Sutker is a life-long Skokie resident and was appointed to the Village Board in 2004, having served for 11 years on the Skokie Plan Commission.  She was elected to a four-year term in 2005 and serves as the liaison to the Consumer Affairs and Cable Television Advisory Commissions and also is Vice-Chairperson of the Skokie Committee on Downtown Development.  Ms. Sutker has a master's degree in social work from Loyola University, Chicago and a B.S. in elementary education from the University of Illinois, Champaign. Ms. Sutker is a Licensed Clinical Social Worker for Jewish Family & Community Service in Northbrook. Before her social work career, she was in the investment business for 14 years and earned her Series 7 and Series 63 licenses. In addition, she was the Executive Director of the VisionTek Foundation, which raised more than $650,000 to fight cancer and leukemia. She is a life member of NA'AMAT USA and Hadassah, a member of the National Association of Social Workers and also a member of the Ezra-Habonim Niles Township Jewish Congregation. She enjoys running, biking, swimming, weight lifting and spending time with her family.

Village Clerk

Marlene Williams
Marlene Williams has served as Village Clerk since 1981. She has been a Skokie resident for over 40 years. Ms. Williams was honored in October 1996 as the Clerk of the Year by the State Clerks Association and recognized by the Village of Skokie with a Proclamation declaring November 5, 1996, as "Marlene Williams Day" in the Village. The Life newspaper honored her in 1974 as the Woman of the Year.  Ms. Williams currently serves as Membership Chairman of the Municipal Clerks of Illinois, is a past President of the Municipal Clerks of North and Northwest Cook County and past Chairman of Municipal Clerks of Illinois Institute Training Committee (appointed by the governor). In 1998, Ms. Williams received the Quill Award honoring her as member of the year from the International Institute of Municipal Clerks. She is a past President of the Skokie Valley Kiwanis Club and a current Board Member, a member of Les Turner ALS Foundation, a member of the Rush North Shore Women's Board, a charter member of the Athenian Leadership Society and is a Ten Plus Gallon blood donor. Ms. Williams has two children and three grandchildren.
