Comprehensive Plan

The Village of Skokie Comprehensive Plan is a guide for directing future land use and services over a 20-30 year period.  The Village Board approved a completely updated Comprehensive Plan in 2005 and continues to make periodic updates. The chapters and other pieces of the plan are accessible below.  The new plan focuses on addressing the needs of a changing population, redevelopment, housing, improving the transportation network, and guiding the future development of community facilities and services. Smaller sector and area plans focusing on specific neighborhoods and land uses as well as smaller sections that were identified for further study will be phased into the Comprehensive Plan over the next few years.

2020 Plan,  Sector A: Downtown
The plan for 2020 Plan for Sector A: Downtown Combining over four years of planning and public participation that involved S. B. Friedman & Company, The Lakota Group, Metro Transportation Group, staff and stakeholder interviews, focus group meetings, a community workshop, the Committee on Downtown Development, the Independent Merchants of Downtown Skokie, and the Downtown Task Force, the 2020 Plan provides development direction by determining appropriate and compatible land uses based on a combined vision, market opportunity, and development potential.  The plan also provides realistic development strategies and future actions needed to implement the plan.  Poster size print copies of the plan are available for $9.00 in the Planning Division Office at Village Hall, 5127 Oakton Street. The 2020 Plan for Sector A: Downtown was adopted by the Village Board on October 1, 2007.

New Skokie Swift Stations
Oakton: The Village has secured almost $10 million so far to design and construct Oakton Station between Oakton Street and Searle Parkway in downtown Skokie. A new tax increment financing (TIF) district is set up around the station site to supplement that funding. The Village has hired McDonough Associates, who is working on the station design. Land acquisition is also underway.

Old Orchard: The Chicago Transit Authority (CTA) has signed a contract with Parsons Brinkerhoff to complete an alternatives analysis for the Old Orchard Road extension. The alternatives analysis is the next step for federal rail extension projects before final engineering and construction can begin. The first public hearings are expected to be in 2008.

Skokie Swift North Shore Corridor Travel Market Analysis: In 2007, the Village, the City of Evanston and the Regional Transportation Authority (RTA) completed the Skokie Swift North Shore Corridor Travel Market Analysis of the ridership potential for the extension to the Skokie Swift to Old Orchard Road and adding another intermediate stop in Evanston. A 14 page Executive Summary is also available.

Skokie Swift Station Location Feasibility Study: Parsons Brinkerhoff completed The Skokie Swift Station Location Feasibility Study in 2003, which looked at adding a station at Oakton Street and extending the Yellow Line to Old Orchard Road. A 24 page Executive Summary is also available.  The study is part of Chapter 5 – Transportation. 

West Dempster Street Streetscaping Improvement Project, Sector B, Subarea 1
The Engineering and Planning Divisions along with Stanley Consultants designed and installed unified streetscaping for western Dempster Street from the Edens Expressway to just east of Skokie Boulevard around the Skokie Transportation Center and the Skokie Swift Dempster Station. The Improvements are part of the implementation of the West Dempster Street Redevelopment Plan.

East Oakton Street Improvement Project, Sectors A, D, and E
The Engineering and Planning Divisions along with Baxter & Woodman Consulting Engineers designed a unified streetscaping design for eastern Oakton Street from Skokie Boulevard to McCormick Boulevard. The design, which includes removing curb "steps" along Oakton Street as well as an analysis of turning lane locations, was completed in the spring of 2005. Construction on the curb and gutter replacement, sidewalk grade corrections, and street resurfacing was completed in 2006. Streetscaping improvements will be made at a later date.

Bicycle Transportation Plan
The Village of Skokie Planning and Engineering Divisions along with a consultant team lead by Schreiber/Anderson Associates and Gewalt Hamilton Associates, Inc. completed our first comprehensive bike plan. The Village of Skokie Bicycle Facilities Plan was adopted by the Village Board on July 21, 2003. The bike plan designates bike routes, bike paths, and on-street bike lanes for easier access to popular community destinations. The plan also suggests improvements, such as bicycle parking facilities and improved signage to identify routes. Dedicated bike lanes on Howard Street have been installed between Hamlin Avenue and Niles Center Road to complete the first east-west bike route. Signage will be provided on 6 north-south bike routes by spring 2007. Additional bike parking has been installed at the Skokie Swift Dempster Station and at new developments throughout the Village as a result of new bike parking requirements in the Village Code. A Bicycle Route Guide will be published and made available for distribution in the future. The plan is part of Chapter 5 – Transportation.


West Dempster Street Redevelopment Plan, Sector B, Subarea 1 
In the fall of 2001, the Village Board approved the Area Plan for the West Dempster Street Redevelopment Plan, focusing on the commercial strip that runs from the Edens Expressway on the west to Kilpatrick Avenue on the east. With the Skokie Transportation Center at the Dempster Skokie Swift Terminal, the relocation and redevelopment of the former Swift station, and a significant shift in suburban residential development patterns toward condominium living, the plan emphasizes increasing the supply of residential units and repositioning the corridor to be an office and employment area within walking distance of the Skokie Swift, providing an environment that supports retail and service commercial sales. The remainder of Sector B – Dempster West will be studied at a later time.
