CDBG Application for Program Year 2021 (PY21)


The Village of Skokie is now accepting funding proposals for PY21

The Village of Skokie is now accepting funding proposals for the 2021-22 Community Development Block Grant (CDBG) Program.  Please download and complete the application form (Word download), in order to be considered for CDBG funding.  If you know of an organization that does not have access to the internet, please have that organization call 847/933-8447 to make arrangements to obtain a hard copy of the application form.

Each year, under Title I of the Housing and Community Development Act, the U.S. Department of Housing and Urban Development (HUD) provides funds for local communities.  The Village of Skokie is an "entitlement community," and thus is eligible to apply directly to HUD for annual CDBG funding.  The Village expects to receive approximately $600,000 in new entitlement funds for the program year beginning May 1, 2021, or soon after.  CDBG funds can be used for property acquisition, rehabilitation, infrastructure improvement projects, housing programs, limited social services, and other activities consistent with local planning goals.  HUD requires that all projects benefit low-income people of the community, or address blighted conditions.  Building rehabilitation and capital improvements proposals must be located within the Village of Skokie.  Social services operating funds are extremely limited.  HUD representatives will determine any questions of eligibility.

Please utilize the application as it is, and be sure that all questions on the application form are adequately answered and the application is signed by the appropriate head of the organization.  Please do not submit proposals or materials in binders or with staples; binder clips or paper clips are preferred.  Also, do not add agency promotional materials as the Village will not be able to include them in the digital packets distributed to the Board of Trustees.

A hearing to be held the evening of Monday, January 4, 2021, will consist of proposal presentations by the applicants to the Village Board of Trustees.  Anyone submitting a funding proposal is required to make a brief oral presentation that evening to be considered for possible funding.  Exceptions will not be granted.

Until further notice, meetings of the Skokie Village Board will be held electronically, with a majority of Village officials participating telephonically or electronically as permitted by ordinance in order to allow for appropriate physical distancing during the COVID-19 pandemic.  Please be prepared to participate via Zoom.us or in-person.

Application Availability and Upcoming Schedule for 
CDBG Program Year 2021


Skokie residents and organizations are invited to attend and participate in public hearings for the one-year Action Plan for Skokie’s CDBG program.  The hearings will be conducted at the end of regular Village Board of Trustees meetings between December 2020 and March 2021.  Public hearings are mandated by HUD regulations to receive public input and determine Skokie's funding request.  Community input opportunities include:
